I wonder if it had anything to do with Crass. They had the song "punk is dead" which was about the originality and shock of the first punks being gone, but a lot of bands around '82 were like "we'll show you punk ain't dead". Also, maybe out age had something to do with it. I was 13 when I heard my first punk song "Hurry Up Harry" by Sham 69, on Top of The Pops in 1978. Four years later in '82 I was 17 and had some money to buy a guitar and start a punk band.
